Slow Bureaucratic Paperwork

I was watching David Letterman’s show tonight, and he did a quick segment that he calls “George W. Bush: What?!” I’m not sure, but I think I’ve seen other installments of this segment in the past. Tonight’s was a good one. Here is the quote from President Bush:

There are SBA loans for this. And I understand for some the word “SBA” means “slow bureaucratic paperwork.”

Letterman followed this with a *bzzt* sound. But, seriously, what in the hell? First, calling “SBA” a word, instead of an acronym, and then totally punting on the letter “A” and going with “paperwork”? Really? Not “annoyance”? Not “aggravation”?

In case you’re interested, the quote came from a speech President Bush made last month about Gulf Coast Reconstruction.
